Why Venice Is Different
In Venice, the Permit Is the Hard Part, Not the House
Nearly all of Venice sits inside the Coastal Zone. That means a new single-family home needs a Coastal Development Permit on top of the standard building permit, and the decision can be appealed to the California Coastal Commission. On its own that is manageable. Combined with the Venice Coastal Zone Specific Plan, which slices the neighborhood into subareas with different height limits and setbacks, it becomes the thing that decides your schedule.
Then there is the Mello Act, which is the trap. It governs demolition and conversion of residential units in the Coastal Zone and can require replacement of affordable units. Owners of duplexes and older multi-unit properties are the ones who get caught, because they assumed a teardown was routine. We run that question before you commit to demolition, not after.
None of this is a reason to build somewhere else. Venice is one of the few places in Los Angeles where a genuinely original house still makes sense. It just rewards a builder who has read the Specific Plan and punishes one who has not.
Luxury Home Builders has been in construction for more than 30 years, and for the past 20 we have built nothing but custom homes from the ground up. That is the only thing we do, and you can see the result across our completed projects.
What We Handle
Everything Your Venice Build Needs, Under One Roof
One team from the first site walk to the final walkthrough, including the entitlement work that decides whether the project happens at all.
01
Coastal Feasibility
Which Specific Plan subarea you are in, your real height and setback envelope, parking requirements, and whether the Mello Act touches your property.
02
Coastal Development Permit
We prepare and run the CDP application alongside the building permit, and we plan for the appeal window instead of hoping it does not happen.
03
Architecture & Design
Design with our team or build from your architect’s plans. In Venice the design has to be shaped by the Specific Plan from the first sketch, not corrected later.
04
Demolition & Site Work
Teardown, utility work, and shoring on lots that are frequently 30 feet wide with neighbors on both sides.
05
Ground-Up Construction
Full new-build construction, including walk street and canal lots where there is no street frontage to stage from.
06
Interiors & Outdoor Living
Roof decks, courtyards, and indoor-outdoor space, which is how you get real living area out of a small Venice footprint.
The Process
From Lot to Front Door
1
Site Walk
We walk the lot, identify your Specific Plan subarea, and flag any Mello Act or access issue immediately.
2
Design & Budget
We design inside the envelope Venice actually allows, then give you a real scope, budget, and combined timeline.
3
CDP & Permits
Coastal Development Permit, Specific Plan review, and building permit, run together wherever the city allows.
4
Build & Move In
We build on a tight lot with respect for your neighbors, then hand you the keys on the date we committed to.

Lot Owners
You Already Own the Land
You want to know your real envelope before you pay an architect to draw something the Specific Plan will not allow. We start there.

Buying to Rebuild
We check the Mello Act and the CDP path before you close, so the deal you are underwriting is the deal you actually get. We also help clients find the lot in the first place.
Investors
Building to Sell
Ground-up projects where entitlement risk is the real risk. See Build as an Investment.

Questions
Answers for Venice Owners
Do I need a Coastal Development Permit to build in Venice?
Almost certainly. Nearly all of Venice sits inside the Coastal Zone, so a new single-family home needs a Coastal Development Permit in addition to the standard building permit. For most single-family projects the City of Los Angeles issues it, and the decision can be appealed to the California Coastal Commission. This is the single biggest driver of a Venice timeline.
What is the Mello Act and does it affect my teardown?
The Mello Act governs the demolition and conversion of residential units in the Coastal Zone, and it can require replacement of affordable units. It most often surprises owners of duplexes and older multi-unit properties who assumed a teardown was routine. We run the Mello Act question before you commit to a demolition, because the answer can change the entire project.
How tall can I build in Venice?
It depends on which part of Venice you are in. The Venice Coastal Zone Specific Plan divides the neighborhood into subareas with different height limits, and the canals, the walk streets, and the Oakwood area each have their own rules. Two lots a few blocks apart can have meaningfully different envelopes.
How long does a Venice custom home take?
Construction typically runs up to 12 months. The entitlement period before it is what makes Venice different, because the Coastal Development Permit, the Specific Plan review, and any appeal period all come first. We give you a realistic combined timeline rather than quoting construction alone.
Can you build on a walk street or canal lot?
Yes. Walk street and canal lots have their own setback, access, and parking conditions, and staging a build with no street frontage takes planning most crews have never had to do. It is one of the more demanding builds on the Westside and one of the most rewarding to get right.
Do you work on the rest of the Westside?
Yes. We build in Pacific Palisades, Malibu, Santa Monica, Brentwood, and Mar Vista, plus the San Fernando Valley out of our Sherman Oaks office.
