What’s changed for fire-affected owners: Under the City’s executive orders and the LADBS Self-Certification Pilot Program, expanded in 2026 to include licensed civil engineers alongside architects, qualifying like-for-like rebuilds can bypass a full plan check, with more than 70% of standard permit clearances waived and a target review of roughly 30 business days on a complete application. Palisades plans are now clearing in about half the pre-fire time citywide.
